    shipment to qualify for shipping as a Consumer

    A.  The five part Hazardous Chemical Label is
        not required.

    B.  The box must be new with a 200 pound burst
        strength.

    C.  The box must be sealed using the six way 
        sealing method and ORM-D label must be affixed
        to the top of the box.
